Vietnamese Driving Curricula from 1998 to 2023: A Review

Abstract

From 1998 to 2023, our country's driving curricula have undergone nine instances of new enactments or revisions. However, no research on the development of driving curricula has been published by state management agencies. This article analyzes and evaluates the changes in automobile driving training programs over time, focusing on objectives, structure, and implementation. Additionally, these changes are compared with relevant legal regulations, particularly those pertaining to vocational education, of which driving training is a component. The findings reveal that driving training goals are hardly set, the training curricula have outdated structures, many internal shortcomings, and lack continuity and succession. Furthermore, the regulations for program implementation are illogical, lack a scientific basis, and are inappropriate for vocational education. Therefore, in the context of changing road traffic laws, it is necessary to soon rebuild car driver training programs, methods, and content of driving license testing, as well as the periodic evaluation and accreditation of training and testing quality.

Author Biography

Xuan-Trung Nguyen, The College of Hue, Vietnam

Nguyễn Xuân Trung earned his Engineer's degree in Mechanical Engineering from Nong Lam University, Ho Chi Minh City, Vietnam, in 1996, his M.Sc. degree in Mechanical Techniques from Hue University, Vietnam, in 2011, and his LLB degree in Business Law from Duy Tan University, Vietnam, in 2023. He has been an educator at various levels since 2002, and he is currently a lecturer at The College of Hue, Vietnam. His research interests include driving training and testing, vocational education, jurisprudence, and solar drying. Between 2012 and 2016, he trained over 3,200 driving instructors in pedagogical communication and training methods. Mr. Xuân Trung Nguyễn's accolades include the Nationwide Excellent Professional Intermediate Teacher Award (First Prize, 2009), the Technical Innovation Award of Thua Thien Hue Province (Second Prize, 2015), the Science and Technology Innovation Award of Thua Thien Hue Province (Third Prize, 2016), and some other awards.
