Tổng Quan về các Chương Trình Đào Tạo Lái Xe Ô tô Việt Nam từ 1998 đến 2023

Từ năm 1998 đến 2023, các chương trình đào tạo lái xe ô tô của nước ta đã trải qua chín lần ban hành mới hoặc sửa đổi, bổ sung. Tuy nhiên, không tìm thấy một nghiên cứu nào về phát triển chương trình đào tạo lái xe được công bố từ cơ quan quản lý nhà nước. Bài viết này phân tích, đánh giá những thay đổi của chương trình đào tạo lái xe ô tô theo thời gian, tập trung vào mục tiêu, cấu trúc và tổ chức thực hiện. Đồng thời, những sự thay đổi này sẽ được đối chiếu với các quy định pháp luật liên quan, đặc biệt là giáo dục nghề nghiệp mà đào tạo lái xe là một thành phần. Kết quả cho thấy mục tiêu đào tạo lái xe hầu như không được đặt ra, các chương trình đào tạo có cấu trúc lạc hậu, còn nhiều bất cập nội tại và thiếu hẳn sự liên thông, kế thừa nhau. Còn những quy định về tổ chức thực hiện chương trình thì chưa đảm bảo logic, thiếu cơ sở khoa học và không phù hợp với giáo dục nghề nghiệp. Do đó, trong điều kiện pháp luật giao thông đường bộ đã và đang thay đổi, cần phải sớm xây dựng lại các chương trình đào tạo lái xe ô tô, cách thức và nội dung sát hạch cấp giấy phép lái xe cũng như quy định đánh giá và kiểm định chất lượng đào tạo, sát hạch định kỳ.
